No, one can only apply for one EV service per account/premise. However one EV unit (EVU) can supply more than one EV charger.

I do not have an electric vehicle and have an ARMS electricity account on my name however a person that resides with me has an electric vehicle registered to his/her name. Can I apply for an EV service on my ARMS account and register his/her electric vehicle?

Yes as long as the vehicle is registered only on one Residential account.
