Principal Technical Officer (Projects)

A      General Duties

  1. Managing staff/contractors/work assigned to him/her
  • The Principal Technical Officer (Projects) shall at all time perform his/her work in accordance and in compliance with existent Health and Safety Legislation, Health & Safety policies and Environmental Management polices as may be revised by the Company from time to time.
  • The Principal Technical Officer (Projects) shall be responsible to ensure that all personnel under his/her responsibility work in accordance with the Company’s Health & Safety and Environmental Management standards and policies.
  • Responsible that all personnel under his/her responsibility are equipped with Personal Protective Equipment (PPE) as required for the duties being undertaken.
  • Responsible that all PPE in his/her section is in full operational condition.
  • Shall give instructions and directions to staff under his/her responsibility and to Contractors.
  • Carry out a joint health & safety and environmental formal risk assessment on works as may be required with the Responsible Officer in consultation with the workers concerned.
  • Shall be courteous, respectful and helpful towards consumers and shall ensure that all personnel under his/her responsibility are similarly courteous, respectful and helpful.
  • Shall approve, recommend and keep record of vacation leave to be taken by personnel under his charge as per company policies.
  • Keeps records of vacation and sick leave as well as overtime taken by personnel under his/her charge.
  • Review and recommend overtime to be undertaken in completing work assigned to staff under his/her responsibility.
  • Review on an ongoing basis, statistics relating to work effort performed by personnel under his/her responsibility on jobs carried out.
  • Assist in the performance appraisal process together with the Manager’s representative.
  • Supervises work carried out by his/her subordinates and assigns resources as necessary.
  • Understand work ethics, act upon them and use proper recording and documentation.
  • Be fair and reasonable in work relations with personnel under his/her responsibility and other personnel within the Company.
  • Include quality checks in work methods for quality control.
  • Acquires information to be able to efficiently and reliably carry out assigned duties.
  • Liaises with other sections within the Company to ensure efficient use of personnel, property and resources under his/her responsibility.
  • Leads teams from his/her section on specific project works.
  • Identify new data and/ or software requirements that aid in the implementation of his/her assignments and duties.
  • Ensures that all work, and procedures carried out under his/her responsibility are undertaken in a cost and time efficient manner.
  • Undertakes cost cutting exercises and measures in accordance with the Company’s policies.
  • Takes initiative in actuation and communication of any policies and activities related to the increase of efficiency of the section under his/her responsibility.
  • Instructs personnel under his/her responsibility in the proper use of resources and procedures to achieve Company’s goals at minimum cost and in a timely manner.
  • Responsible for the preparation and actuation of code of practices for personnel under his/her charge in compliance with Company’s policies.
  • Identifies, provides and facilitates training of personnel under his/her responsibility.
  1. Supervisory and Quality Control Duties
  • Shall maintain discipline and draw up reports to his/her superiors, Police, Courts of Law, other appointed bodies and authorities as required or as instructed.
  • Carry out sample quality checks and inspections for work carried out by subordinates under his/her responsibility.
  • Responsible for ensuring the appropriate upkeep of the site, stores, offices, locker rooms, washrooms, vehicles and any other equipment under his/her responsibility.
  • Monitor progress achieved and report as requested to the Engineer or the responsible officer whenever designated tolerance levels in variations in time, cost and quality are exceeded.
  • Prepares statements of expenditure for works carried out.
  • Keeps records of works and prepares periodic reports including but not limited to progress of works and expenditures.
  1. Preparation of drawings/reports for the execution of projects 
  • Shall read and draw and interpret correctly and accurately drawings, maps, and analyze graphical data and other documentation and any other data in order to efficiently carry out his/her duties.
  • Use tools, software, computers and equipment to carry out duties assigned.
  • Solve or report anomalies/discrepancies in work within and outside the office.
  • Prepares and submits administrative and project progress reports.
  1. Responsible for the upkeep of materials, equipment, vehicles, premises and any other property under his/her charge 
  • Responsible for the custody and safe keeping of his/her section’s stores and equipment.
  • Responsible for the maintenance of tools, software, equipment, vehicles, other property and related items assigned to him/her including referring of such items for calibration or servicing.
  • Keep in good working or operational or functioning order tools, software, equipment, vehicles, other property and related items under his/her responsibility.
  • Responsible for the collection storage and organisation and maintenance of data, drawings, manuals, documentation, assigned data and other information relative to his/her work and duties.
  • Be familiar with procurement procedures (tender/quotation drafting, including drafting of specifications and bills of quantity) and adopt the correct method of purchasing relative tools, material, equipment and related items required to carry out duties assigned.
  • Identifies and draws up requisitions for parts and consumables that need to be used on specific jobs.
  • Request quotations and trigger the requisition process necessary to procure items of stock of consumables and parts in accordance with the Company’s policy in those cases where these are not available directly at the stores.
  • Prepares any documentation related to the evaluation and adjudication of quotations or tenders as instructed.
  • Uses Company provided software and computer applications to carry duties assigned.
  • Drives and upkeeps Company vehicles under his/her responsibility.
  1. Deals with situations within or outside the office (on site) 
  • Directs employees under his responsibility and third parties on site or working on the project to be aware of and comply with Environmental and Health & Safety regulations, policies, method statements and risk assessments.
  • Report and bring to the attention of the relative officers issues relating to health and safety.
  • Negotiates and meets on behalf of the Company with officers in the public and private sectors including suppliers and contractors, consistent with his/her level of authority.
  • Represent the Company during inquiries, tribunal or legal cases as required or as instructed.
  • Solve and report any difficulties arising on site for the smooth continuation of the project under his/her supervision.
  • Ensures that projects under his/her supervision proceed according to the approved designs, timelines, costs, quality and other parameters.

B      Specific Duties 

Particular duties to officers within the different sections:

  1. GIS – Principal Technical Officer (Projects) responsible to the Manager Metering Services or his delegated representative 
  • Interacts with the relative sections for the smooth collection and upkeep of overhead lines, cable routes and network infrastructure data, records and drawings.
  • Interacts with the relative sections to provide data, records, information, drawings and estimate of costs for cables, lines and other network infrastructure.
  • Checks and endorses bills of quantity and estimates of cost.
  • Carries out other duties as assigned by the Manager Metering Services and any other officer authorised by the Manager Metering Services.
  1. Civil Design, Supervision and Certification – Principal Technical Officer (Projects) responsible to the Manager Civil or his delegated representative. 
  • Collects and tests materials according to established standards. Records and utilises results for the execution of work and project auditing.
  • Certifies bills of quantity as measured on site.
  • Assist in the design and produce high quality architectural, planning and civil engineering drawings, and other data for use by contractors, government agencies and other organisations within and outside Company as directed.
  • Investigates and proposes sites for Company’s structures, equipment and buildings and cable routes.
  • Carries out other related duties as assigned by Manager Civil or his delegate.
  1. Surveying – Principal Technical Officer (Projects) responsible to the Manager Civil or his delegated representative 
  • Assemble field data, mathematical presentation of data, develop database information systems and prepare maps and drawings, legal descriptions and surveying technical reports.
  • Keep track of all survey control points such as benchmarks and trigonometric points in all Company premises.
  • Keep records of variation in alignment and settlement control of Company buildings and units.
  • Design and produce high quality architectural, planning and civil engineering drawings, and other data for use by contractors, government agencies and other organisations within and outside the Company as directed.
  • Investigates and proposes sites for Company structures, equipment and buildings and tunnels.
  • Carries out other duties as assigned by Manager Civil or any other officer authorised by Manager Civil.
  1. Mechanical and Electrical Drawing Office – Principal Technical Officer (Projects) responsible to the Manager Metering Services or his delegated Representative
  • Implement specific mechanical and electrical projects including drawing and supervision on site.
  • Manage Drawing Office activities on a project basis.
  • Acts as Project Administrator for specific projects assigned to him by his/her superiors.
  • Represents the Company on specific mechanical and electrical projects assigned to his/her section.
  • Responsible for the preparation of electrical or mechanical drawings or related data to be incorporated into any documentation issued by the Company.
  • Under his/her responsibility, the preparation of schematic, pressure, piping and instrumentation, layout, wiring, and other technical drawings and diagrams of the mechanical, electrical plants and engineering works for all sections of the Company.
  • Carries out other duties as assigned by Manager Metering Services Systems or any other officer authorised by the Manager Metering Services.
  1. Quality and Progress Control Office – Principal Technical Officer (Projects) responsible to the Manager Civil or his delegated representative
  • Presents and controls documentation of projects assigned to the Projects Department or undertaken by the Company.
  • Keeps track of the progress of such projects.
  • Responsible for the collection, presentation and timely submission of any documentation related to the progress of projects being carried out or planned to be undertaken by the Projects Department or the Company.
  • Regularly present and file updated reports of all such projects to his/her superiors showing the state of play of these projects. Such reports have to include brief narrative, critical path analysis, charts, maps, and any other documentation and data in order to aid management information and to serve as basis for informed decisions.
  • Manages and supervises the daily activities of the Quality and Progress Control Office on a project basis.
  • Responsible for the preparation of information, and related data to be incorporated in documentation issued by the Company.
  • Prepares quality documentation, time and financial progress charts as well as any other documentation and data required by management.
  • Carries out other duties as assigned by the Manager Civil or any other officer authorised by the Manager Civil.

Supervision Given

All his/her subordinates working within the Drawing Office and/or employees within the section for which he/she is responsible.

Authority

The Principal Technical Officer (Projects) has the authority to take any responsible decisions or actions consistent with the position objectives and responsibilities and subject to any direction given to him by competent authority or designated representative.  The Principal Technical Officer (Projects) may also be responsible for a project, task or part of the operations of his/her section, especially with regards to sites of work.

Accountability

The Principal Technical Officer (Projects) shall be accountable for the duties assigned to him/her. The performance and effectiveness of the appointee will be determined by considering the following:

  • The efficiency and effectiveness in performing his/her duties;
  • The maintenance and appropriate use of all resources available within his/her section for the achievement of his/her daily duties and responsibilities.

Working Conditions

Normal working office hours and conditions with a possible requirement to work in unscheduled or crises situations after office hours or on weekends.

Qualifications

  1. An MQF Level 5 qualification as accredited by the Malta Qualifications Council in either electrical, mechanical, construction or civil engineering (relevant for all new entries);
  2. The selected person must possess certification in AutoCAD;
  3. The selected person should also have working knowledge of all software applications in use by the Drawing Office including but not limited to Microsoft Office Applications, Microsoft Project Applications, ACAD map, SAP and Autodesk raster image;
  4. Must be in possession of a valid driving licence;
  5. Ideally the selected person would have also successfully completed a course in Management.

Work Experience

Preference shall be given to candidates who have a minimum of five (5) years of work experience within any Drawing Office.

    We do not share your personal data with any entity located outside of the European Union (EU) or the European Economic Area (EEA).
    9. Automated Decision-Making and Profiling
    Your personal data will not be used for any decision solely taken on the basis of automated decision making processes, including profiling.
    10. Data Retention
    We will only retain your personal information for as long as is necessary to fulfil the purposes for which it was collected and processed. If your application for employment is unsuccessful, We will hold your data on file for one (1) year, in accordance with the validity period of the recruitment selection results. As part of the application, you have the option to provide your explicit consent for Us to retain your personal data for a further two (2) years and We may contact you for future related vacancies. You can withdraw your consent earlier than the established period.
    Personal information which is no longer retained will be securely and effectively destroyed or permanently erased from Our systems.
    If your application for employment is successful, personal data gathered during the recruitment process will be kept in line with the Employees Privacy Notice that will be provided to you along with the contract and as per Our Human Resources Data Retention Policy.

    For as long as We retain your personal data, you have certain rights in relation to your personal data including:

    You will not have to pay a fee to access your personal data (or to exercise any of the other rights specified above). However, We may charge a reasonable fee if your request is clearly unfounded, repetitive or excessive. Alternatively, We may refuse to comply with your request in these circumstances.
    We may need to request specific information from you to help Us confirm your identity and ensure your right to access your personal data (or to exercise any of your other rights).
