Power Plant Electrical Technician
Purpose
The Purpose of the Grade of Electrical Technician is to carry out standard electrical maintenance, repair and overhaul works as assigned by the Power Plant Maintenance Officer on both Low Voltage and High Voltage Systems with minimal supervision received from the Power Plant Senior Electrical Technician. The Power Plant Electrical Technician may be assigned on work related to his job description on any plant operated by Enemalta as well as any related sub-contracted work from third parties in line with the principles as outlined in the collective agreement or performance agreement. The Power Plant Electrical Technician shall at all times perform his work in accordance and in compliance with Health and Safety Legislation as well as Health & Safety policies as may be issued by the Company from time to time.
Roles and Responsibilities
Technical
Fault Identification, Electrical Testing and Inspection Duties
The Power Plant Electrical Technician shall be assigned to tasks associated with:
- The identification and resolution of faults as part of an emergency maintenance programme;
- Engaging into corrective maintenance through the identification of faults, modifications in equipment & machines (when required) and as directed by his superiors;
- Reporting any modifications made to equipment and machines to his superiors.
- Submitting test results on standard templates for record purposes.
- Assist in carrying out testing and calibration of electrical indicating meters, transducers (such as current, voltage and power transducers), protection equipment and test apparatus;
- Assist in the simulation of electrical faults conditions by primary/secondary injection to test protection and control systems;
- Assist in the carrying out testing and inspection of Electrical Generators;
- Assist in the use of computer software to test and calibrate certain protection relays;
- Trouble shooting, fault finding, testing and repair on different types of electrical equipment including cranes, lifts, motor control starters, circuit breakers and installations amongst others;
- Undertake trouble shooting activities associated with electromechanical and electrical control systems.
Electrical Repairs and Maintenance
The Power Plant Electrical Technician shall also be responsible for:
- Provide technical assistance associated with faults on plant equipment and provide advice and assistance to take corrective action accordingly;
- Carry out preventive maintenance on electrical plant equipment including analysis and interpretation of data and results;
- Carry out maintenance activities on motor starters, high voltage transformers including oil sampling, testing and filtering;
- Carry out maintenance and testing that may be required on switch gear as well as oil and air cooled transformers;
- Carry out maintenance and testing of battery banks, DC chargers and DC inverters;
- Carry out all maintenance, repair and testing of motors, three phase and single phase motors;
- Carry out maintenance and repair activities associated with Low Voltage and High Voltage switchgear including control panels, circuit breakers, protection systems and DC systems;
- Carry out maintenance and repair activities associated with large power transformers including inspection and testing of connection chambers, windings, isolating bushings and protection system;
- Carry out maintenance and repair activities as well as perform any work associated with all electrical installations within the plants including chimney lighting fixtures;
- Carry out maintenance and repair activities associated with tools, appliances and mechanical machinery.
Installation, Development & Overhaul Work
- Assisting in assembling and installing control panels for controlling and monitoring electrical equipment such as switchgear, lifts, cranes and specified motors.
- Assembling and installing simple control panels for controlling and monitoring electrical equipment such as stand alone motor control systems.
- Laying out and installing Low Voltage and High Voltage cables and their associated cable tray structures and accessories;
- Erection and assembly of Low Voltage and High Voltage Switchgear;
- Electrical installation of Single and Three phase motors;
- Carry out installation of extra low voltage systems such as telephone and computer network systems.
- Monitoring and maintenance of cables including the installation of cable trunking, cable trays as well as fabricating and installation of necessary brackets and steel structures;
- Carrying out outdoor and indoor single phase and three phase electrical installations and works both within the Power Plants and in non-technical areas;
- Installation, Testing and repair of fire alarm systems;
- Carry out installations associated with new electrical development work including but not limited to new control monitoring or protection system/modules;
- Carry out overhauls of different types of electrical motors comprising of disassembly, cleaning, replacement of bearings and reassembling;
- Carry out overhauls on generating plant including but not limited to Steam Turbines, Boilers, Diesel Engines, Gas Turbines and associated auxiliaries;
- Ensuring proper clearing and cleaning of the area after completion of a job.
Basic Duties
The Power Plant Electrical Technician may at times whenever other members of staff within a lower grade are not available be required to perform basic duties that are related to his job. These include:
- Carrying out work with the Nail De-Scaler and Drilling on Pillar Drills;
- Helping out and assisting the other members of staff within the Mechanical Section and Control and Instrumentation Section;
- Carrying out other jobs such as painting and grinding works;
- Ensure appropriate maintenance and upkeep of the station;
- Provide support and assistance on light fitting duties;
- Sandblasting small items, grinding, cleaning and repainting of electrical equipment such as electric motor, panels, transformers, circuit breakers amongst others;
- Identification and rectification of minor faults on mechanical installations;
- Replacement of electric lamps and fluorescent lamps;
- Carry out drilling works as may be required;
- Ensure appropriate maintenance and upkeep of electrical workshop;
- Handling equipment and material issued from the stores to be used on specific maintenance jobs;
- Dismantling of minor electromechanical equipment and transporting of same to workshop;
- Cleans job-site on completion of the relevant works and separate the waste as per company waste policies.
Upward Mobility
The post of Power Plant Electrical Technician is a transitory grade with a view for employees to progress further at the Grade of Power Plant Senior Electrical Technician. In this context, Electrical Technicians will form part of an on-the-job work experience programme in which they will be requested to carry out tasks associated with duties of a Power Plant Senior Electrical Technician under supervision. Upon satisfactory completion of an assessed technical review, the Power Plant Electrical Technicians may be promoted to the Grade of Power Plant Senior Electrical Technicians.
Skill Requirements
Qualification
The Power Plant Electrical Technician must:
- Be in possession of a Higher Technician Diploma (HTD) awarded by the City & Guilds of London Institute Qualification or equivalent; or
- An MQF Level 4 or higher qualification issued by MCAST or any other recognised educational institution, related to Electrical Engineering or Electrical Systems; and
- Be in possession of a Wireman’s Licenses A and B.
Knowledge and Skills
- Good Leadership Skills;
- Highly organised and meticulous in his work with an eye for detail;
- Knowledgeable and well informed of relevant health and safety legislation;
- Knowledgeable on risk assessments in respect of work so assigned to him and his sub-ordinates;
- Knowledgeable in the electrical maintenance and repair of high voltage, low voltage and extra low voltage systems;
- Must be medically fit for work;
- Must not be afraid to work at heights;
- Knowledgeable of relevant Health & Safety legislation with Atex installations;
- Knowledge of Atex installations, maintenance and testing;
- The person carrying out the above-mentioned tasks shall have a valid Atex accredited qualification or else until the certification is obtained work carried out in an Atex environment shall only be carried out under the supervision of a person having a valid accredited certificate. Such Atex training shall be provided by the company.
